I see many Europeans, especially French hesitant to use AC because of environmental reasons.
You can always adopt the middle path. Use it but keep it at 30 degrees and install a ceiling fan or a table fan if that is not possible. Fan would provide a cooling of 3-6 degrees by evaporative cooling and it will not only make ac work less but also lower your energy bills. Being naked on the upper body inside home also helps.
Also, having a lot of trees around lowers ambient temperature which increases AC efficiency so it doesn't have to work harder and dumps less heat outside.
The placement of AC outdoor unit also matters. It should never be on the roof and should preferable be placed on the north facing wall and if not feasible then east facing. If there are trees nearby that unit, the better provided they do not block ventillation.
Also, if the humidity is not that high, Evaporative Air Coolers are the best option both environmentally and economically!
Start moving away from fossil fuels ! This has been bashed for so long and it's time to do it now from solar, wind, geothermal, nuclear, electric power, etc.
One sentence. Plant trees! Everywhere. For every human being born there should be a tax to plant a tree for shade. I understand they need water. Work on rerouting rivers and innovate ways so rivers can be split up into different streams to fill multiple streams instead of loosing water in a big river that will dump into an ocean. There is so much we can do. But here we are fighting for AC units.
Given our increasing droughts and declining agriculture and growing oil,water and other resource conflicts, will the population will continue to rise? In developed countries, the decline in living standards between generations has resulted in far fewer children. Combine the stresses of urbanization with heat, conflict, and water, energy and food shortages and the resulting resistance to mass migrations and we will soon be seeing population declines.

dude, if toilet everywhere costs money, people will not drink water when they are outside to avoid going to the toilet and save money, so they might as well end up dead....
Yet we still build our concrete cities and towns without putting any green in. It was proven long ago that trees and shrubs help cool but what do we see. We complain about the heat and in fact in some areas we seen cars actually melt from the buildings we build. The world is heating up and we keep making worse in our cities as we do not plant trees because of the way we build they compound problems when the trees grow and root structures affect the plans. When will we see a place built to combat this instead of helping bring the problem under some kind of control.

The apartment buildings are made of brick but the houses are made of wood.Apartment buildings are generally much smaller than in Europe and further apart.
There are several parks in the various neighborhoods-so we don't have to travel to a central park to get some shade.

Our cities are heat islands. In Vienna it's noticable as soon as you go out of the city, even in the outskirts, it's always colder. I notice it mostly in winter because it's immediately more chilly and windy even when in the city is not that cold.
As for my apartment, I could've done much better in the extreme heat like in the end of June, had I had external shutters by the windows on this 200 yrs old house. The walls are thick so as long as the heatwaves weren't that long and less hot (so lower 30'C for 2 or 3 days, as opposed to reaching upper 30s or record breaking 40, when the heatwave was sustained for over a week).
The average temperatures and numbers of hot days >30'C definitely have risen in the last 10 years.
