38:40 This “Prosper UK” plan is a total scam! Having different local sales&excise taxes is an absolute recipe for economic disaster! I’m in USA and can vouch for the destruction of making states/cities compete with each other for companies to relocate their factory there. Local govts slash corporate rates, thus depriving actual citizens of proper roads, buses, schools, etc. Today, a rich family in Maryland pays $500 for a new washing machine whilst a poor family in Georgia pays $550 for the EXACT same machine! Andy Street is either a con-man or a halfwit who hasn’t seen that in USA, different tax rates have been weaponized as a tool to tear apart national cohesion. As poor and working classes fight each other, the rich have been running out the back door with the money. Don’t turn into us! You’ll end up having to decide where to live based on which state offers you proper healthcare and which doesn’t!
Same old same old! Better have some solutions as the previous ideas were mostly reversed when it came to making cuts on the poor!
