Glad to see AI being curtailed. Clear definitions need to be outlined for recreational use, including consent. Academic AI that can't lie or make things up should be the norm, despite the human condition and the current socio-political environments.

How is this possibly going to be enforced? The problem is that a large language model may have been trained on billions of documents collected over many years. Determining exactly whose work contributed to a model's outputs—and by how much—is technically very difficult.
Regulate and Tax... which is going to be hard when we already struggle with the idea of taxing these big corporations and some of them already use loopholes to get away with paying nothing in some cases. Everyone gets worried about the "tech" of AI, the tech is the cool part, the corporate capitalist framing in to which it is coming online will doom us all without planning. The point about "protecting artists and their work"... thats already happened and is long gone out the window. The liberals and business people equating the "internet" with AI shows a huuuuge misunderstanding of tech and jobs.... You should be laughed out of the room for equating the two...

Australia has a lot of desert coastlines.
Set them up along that, make them build desalination plants to get their water from the ocean, and build some solar and wind farms for their power.
Have them have to operate on their own water and electrical grid in an area that doesn't have many people.
That would solve the issue, as they can't take water or power from the community if they are not on the national grid and mains water supply.
They do not need to be built near major population centres.
Because they run operations for global activity.
And they do not employ many people, so they could function like mines do, with people flying in for a couple month shift, then flying out again for a break.
Sure that will cost them more in operation costs, but they are currently a money printing industry, so they can afford to go for the more costly options.
Australia should ask the Data Centers to build their own Solar / Sodium Ion Batteries farms to support their own energy needs !

Albo has signed us up to Trump's "Pax Silica" which welds us on to using only US controlled AI. This is why they are suddenly talking about needing to make data centres.

Ok right. So Gov wants to prosecute the first offence against these new Standards. Question: what will be the points of proof? How will Gov determine what's deep inside the machine that transgresses the Standards? How will such disclosure be achieved?

Gov will NEVER meet the burden of proof required for successful prosecution.
There will always be jobs, we have to much to do and responsible for to much if not doing things manually but coordinating clusters of intelligent systems for they still can't reason that well.
How about some public interest advertising of the real published dangers of it. I know so many people who use it regularly and have no idea that cognitive offloading is hazardous to their metal health and intelligence.
So if we employ a foreign company to provide our AI does that mean Australia becomes totally dependent on that foreign company who also has access to all our intellectual property and political and comnercial secrets.
With the enormous surface area on most of the roof spaces of these data centres - they should be made to cover the entire thing with solar panels connected to a massive battery bank.
They should also be made to collect water from the same roof area and made to use it and recycle it in a closed system.
