It wasn't wasted, it was stolen.... using dodgy PPE contracts coincidentally owned by close friends of the then government.... the money was paid but the materials never arrived.

yep, and they wonder why inflation is very high, nothing to do with ukraine or iran, its the money printing, legalised money laundering and joe publick picks up the tab, biggest scam in history.
If the enquiry couldn’t find solid evidence to prove cronyism and corruption, it only means they kept it out of emails and used private secure messaging set to auto-delete, or they didn’t look hard enough 😡
