The US has never abided by the MOU - the MOU clearly states that Iran will administer crossings of the Strait during the 60 day negotiation period. The MOU also states Israel must cease operations in Lebanon. Neither of these articles were ever followed by the US, and Iran has continually warned ships to not cross the Strait in the US run southern lane.
This is Iran demonstrating to the surrounding states that being an ally of the USA is not safe. It's also demonstrating to the USA that tossing missiles into Iran is a waste of effort.
The fact that there is not an Institution in the U.S. who is willing or able to remove this mentally ill megalomaniac from power just shows the state of U.S. politics today.
