A 19year old female Naval Rating worked out where to look in the convoy for the U-Boats, very quickly the detection and kill rate of U-Boats went up despite no new technology at that time.

This is what the US officials do even in potential disaster situations. Here in Topeka, Kansas and other cities they actually war game out a Zombie Apocalypse as everything you need to do to prepare for any disaster you have to do for a Zombie outbreak.
Critics warn that wargaming is creating unnecessary worry? How? The participants would be wholly invested in the process. There is no big military mobilisation to startle the Russians or give them an excuse to strike and the process is confidential. It is the most effective and least threatening process there is for military issues. And the most cost effective process.
