The money was from a weapons deal that we have with Iran before it was overthrown. They gave us the money in exchange for weapons but before we could give them the weapons their country was overthrown so we just never held up our end of the deal.
Years later they took us to Ward Court to sue us for this transaction and won; so we gave them back their money along with the compounding interest that accumulated over the years.
It wasn't us capitulating. It was us just acknowledging the international rules of the world Court.
