I agree, June, but economic pressure often hits the most vulnerable citizens first. Maybe pairing these threats with targeted incentives for specific legal reforms would be more effective.

June, economic pressure is often the most effective lever available. It is worth noting that GSP+ allows Pakistan duty-free access to over 66% of its product exports to the EU.
