The save america act doesn't require a passport. It requires proof of citizenship. A passport is not the only thing you can use.

The majority of Americans have passports, so that argument isn't particularly strong. Birth certificates or certificates of naturalisation along with a photo ID are another possibility as everyone would have those. There is also the possibility of making the new enhanced driving licence/state ID card a nationwide thing. People in some states -- Washington, Minnesota, Michigan, Vermont and New York already have that option. In order to obtain an enhanced driving licence, which can be used to travel to and from Canada, they have to prove US citizenship. Since people living in the US need a Real ID card to fly in the USA anyway, simply offering automatic upgrades to US citizens would not be a challenge.
