MMR (and DTaP) are basically mandatory worldwide. Only alternative to vaxxing is nearly perfect health, which requires very good, steady nutrition intake and diet. So, no way poor countries could go that route. If this is news, they're doing something wrong...
But there's measels vaccine available. Most countries do compulsory vaccinations of children for most of these viral diseases like polio, rubella, dipttheria etc.
