It would take a lot of time to prepare the rooms. Probably unknown how many rooms needed since Harry and her kept changing the number likely to come. Staff wouldn't want to rush room preparations, and then no Sussexes might turn up at all.

Harry dropped them and then hours later changed his mind giving palace about 12 working hours to prepare and find a team of armed police. Why is he being allowed to visit hospitals when his own security assessments states he should not go to any crowded spaces as these are the most dangerous for an imminent terror attack. If he feels it's too dangerous to bring his children why put hospitalised children's lives at risk.
