Can European nations join the war against Iran outside NATO? They can like any other US ally e.g. the Gulf States, Australia, New Zealand, South Korea, Japan, ...... could. Those nations decided ot to do so. Even so, the US uses military bases / harbours in Europe.
In contrast to the US, I am not awware of any US ally that allows the Head of State to unilaterally declare war or to send troops abroad.
