A significant exodus of American-based scientists to China is accelerating, driven by US funding cuts, stricter immigration rules, and the lingering effects of the "China Initiative", while China offers substantial investment and attractive recruitment packages.
Since 2010, nearly 20,000 scientists of Chinese descent have left the US, with the trend sharply increasing after 2018; in 2025 alone, over half of the 85 researchers who moved to China did so in that year.
Key drivers include a proposed 36% reduction in US federal R&D funding under the Trump administration, a 75% rise in departures of Chinese-origin scientists linked to the "China Initiative" (a DOJ program formally ended in 2022 but with lasting chilling effects), and a Nature survey showing three-quarters of US-based researchers considering leaving.
Prominent examples include Omar Yaghi (Nobel-winning chemist from UC Berkeley) moving to lead an AI institute, Liu Jun (Harvard to Tsinghua), Yang Dan (UC Berkeley to Beijing), Charles Lieber (Harvard to Tsinghua), Sun Song (UC Berkeley to Zhejiang), and Nobel laureate Gerard Mourou (to Peking University).
