The popsicles are what's called supercooled. Chilled to below freezing point, but the contents lacked a "seed crystal" for ice to form upon.
I used to do something similar with bottles of water pulled out of my motorhome's fridge. Give the bottle a shake, and before your eyes, the contents would freeze into slushy ice. Mechanical shock induces some of the supercooled water molecules to freeze, and these crystals serve as seed crystals for the freezing to propagate through the whole volume.
